Exact Job Location: based in Juba, with frequent travel to the programme areas.
Reports To: Country Director
Responsible For:  All staff participating in emergency response
Liaises With:  UN, other INGOs, government bodies at County and State level, Assistant Country Director Programme and other Concern programme staff.
Job Purpose:
Reporting to the Country Director, this role will help to ensure that Concern’s humanitarian mandate is uppermost in the South Sudan programme with capacity in emergency preparedness and response strengthened and significantly improved.  This will include strategic and operational level preparedness planning, coordinating assessments, setting up emergency responses and leading emergency response teams as necessary.
Capacity building of local South Sudanese staff and international staff in emergency preparedness and response is an integral part of this position.
Main Duties & Responsibilities:
Preparing for Effective Emergency Response (PEER) Process:
·         Contribute fully to the Country Strategic Planning to take place August/September 2012 and other planning processes, etc. help ensure that emergency preparedness and response is fully integrated into country programme planning.  As part of this, support the planning process for identifying a new additional programme in South Sudan.
·         Ensure the PEER plan as a basis for strategic emergency planning is reviewed regularly, revised as needed and acted upon.
·         Prepare quarterly reports on progress made in the implementation of PEER plan.
·         Lead Programme contingency planning for new developments, events or potential crisis, when required.
·         Continuously monitor the humanitarian situation in the country particularly areas that are prone to droughts, disasters and food insecurity and provide timely information/updates/alerts for the Country Director and other relevant Programme staff.
·         Prepare analytical reports highlighting social, political, humanitarian and other relevant factors affecting the overall humanitarian situation.
Staff Development and Capacity Building:
·         Work on addressing staffing needs & gaps as identified in the PEER process and current staff capacity building needs in the area of emergency preparedness and response.
·         Promote knowledge learning and sharing culture within emergency response teams and projects with particular attention to good humanitarian practice, approaches and accountability issues
·         Keep updated with changes and emerging issues in humanitarian emergencies field while keeping Concern staff updated on these issues.
·         In conjunction with managers, develop a capacity building plan for programme staff and partners.
·         Contribute to staff development plans by identifying and/or facilitating appropriate training for the emergency programme team, other Concern South Sudan staff and partners. 

Networking, Coordination & Representation:
·         On behalf of Concern, attend relevant in-country humanitarian coordination meetings and ensure UN, INGOs and LNGOs are well aware of Concern humanitarian operations in the country. 
·         Ensure information on Concern humanitarian operations are shared with relevant INGOs/NGOs in target areas to avoid duplication and overlapping.
·         Help ensure Concern’s participation in relevant U.N. Cluster coordination meetings in South Sudan.
·         In the absence of the Country Director, attend meetings between humanitarian actors and international dignitaries visiting the country. 
·         Identify and develop relationships with potential emergency partners as may be necessary and relevant for effective response – national, international organisations.
·         Engage with Alliance 2015 partner organisations operating in South Sudan to both share information and establish operating working relationships as above if necessary and relevant.
·         Lead the coordination with relevant INGOs/NGOs in target areas to ensure complementarily and inter agency learning.
·         Ensure cross-sectoral communications within Concern operations to enhance integration and coordination.

Programme Design, Development and Implementation:
·         Lead the design, development and Implementation of South Sudan Programme humanitarian interventions as per Concern Worldwide policies, standards and procedures.
·         Ensure humanitarian interventions are managed and coordinated in accordance with Concern PCMS and donor guidelines.
·         Ensure Concern operations are carried out in accountable and participatory manner from the beginning to the end.
·         Lead the planning and coordination of humanitarian needs assessments in the country and ensure assessment exercises are conducted in accordance with SPHERE and global IASC Needs Assessment Task Force (NATF) guidelines.
·         Develop and keep updated South Sudan Emergency Contingency Plan and lead/contribute to the development of emergency response proposals for submission to Concern management and donors. 
·         Provide supervision, assistance and quality controls for emergency programme to ensure strict adherence to policies and guidelines on participant protection, equality, gender, disability, and HAP and do-no-harm principles.
·         Ensure interventions are completed within the timeframe planned (and as approved by donors, etc.).
·         In conjunction with relevant managers and senior staff identify programme needs for additional technical support from Dublin and/or external consultancy.
·         Organize and coordinate consultancies and programme visits and training sessions.
·         In conjunction with Senior Management Team, ensure humanitarian interventions are appropriately linked to recovery and long term development needs of the affected communities.

Planning, Monitoring and Evaluation:
·         Ensure quality monitoring plans are developed, implemented and reported for each component under emergency programme.
·         In conjunction with relevant staff, ensure data collected through the monitoring plans is analysed, used and shared with relevant stakeholders.
·         Working with Programme managers, ensure timely collection and analysis of baseline data as per donor approved proposals
·         Lead the external/internal emergency response evaluations from the development of the ToR to the production of final report.
·         Together with ACD - P, programme managers, make sure the lessons learnt and identified best practices are incorporated into current and future programmes.
·         Reporting: Ensure quality donors reports (narrative and financial) are submitted in strict adherence to donor guidelines, formats and timeframes.  Compile monthly progress reports for emergency programmes.

Funding, Finance & Budgets:
·         Develop and maintain relationships with key emergency donors to help ensure funding for emergency response can be speedily secured.
·         Contribute to South Sudan budgeting by ensuring emergency preparedness and response budgets and budget revisions are produced in liaison with finance team.
·         As regards emergency response work, ensure appropriate financial management (e.g. timely review of monthly management accounts by emergency response managers & other relevant staff and corrective action taken as may be necessary).
·         Working with Country Financial Controller, verify donor financial reports are consistent with programme budgets and expected expenditure.

Advocacy and Communication:
·         Provide support for humanitarian related advocacy and communication work for South Sudan Programme as may be necessary and requested.
·         Participate in debates and discussions on humanitarian issues in the country.

Others:
·         Contribute to the overall development of the country Programme and actively participate in programming discussions, helping to ensure humanitarian mandate is continuously emphasised and strengthened.
·         Any other ad hoc duties as may reasonably be assigned by CD that is consistent with the nature of Concern operations.


PERSON SPECIFICATION

ESSENTIAL
Education, Qualifications & Experience Required:
·         Degree in logistics, Disaster Management, emergency response and preparedness or an associated profession.

Experience, Skills and Knowledge:
·         Minimum five years’ experience humanitarian response and management
·         Experience of mentoring, training and capacity building.
·         Good organisational, interpersonal and communications skills with ability to build and lead teams.
·         Three years overseas experience and the proven ability to work in difficult and stressful environments under pressure; able to work with minimal supervision.
·         Flexible, reliable, culturally sensitive and with the ability to take initiative.
·         Good computer skills.

Desirable:
·         Previous Concern experience.
·         Experience of working in conflict or post conflict situations.
